Commissioner Robert Jackson (President)
Mr. Jackson has been a Houston Police officer since 1985, and
has served in a variety of positions within the department,
including head of the Mayor of Houston’s security detail for
six years. He achieved the rank of Sergeant in 1989, and is
now acting lieutenant in the Houston Police Department’s
Incident and Mobility Management Division. Mr. Jackson has a
bachelor of science in Criminal Justice from the University of
Houston, and is a graduate of the FBI National Academy. He
has worked as a volunteer for Literacy Advance Houston.
Commissioner Lynn LeBouef (Vice
President)
After having been an integral part of the administrative
team since 1978, Lynn LeBouef was named President/CEO of
Tomball Regional Medical Center September 2005. He had
served as a department director for eighteen years before
moving into Administration. In 1996, LeBouef was named
Executive Vice-President/Assistant Administrator and then
Chief Operating Officer in 2001.
Lynn is a member of the American College of Healthcare
Executives and is also a member of the Board of Directors of
the Voluntary Hospital Association of Texas. He serves on
the Board of Directors for the Tomball Area Chamber of
Commerce, and has recently completed his term as President
of the Northwest Division of the American Heart Association.
Lynn also serves on the Board of Directors of TOMAGWA
Medical Ministries as well as the Amegy Bank Advisory Board.
Lynn and his wife Kathy, have 3 married children, 6
grandchildren, and 2 daughters that attend the University of
Texas in Austin.

Josh Fetner (Treasurer)
Mr. Fetner is a native Houstonian who has lived in the
Northwest area served by CCEMS since he was seven years old.
He attended Southwestern University in Georgetown, TX and
graduated with a BA in History and Business Administration.
His entire professional career has been in the property and
casualty insurance industry. He founded Greenwood
Insurance Group in 1994, and serves as President and CEO of
the agency that he has "grown" to earn over $9 million in
sales. Mr. Fetner has been active in community, Chamber
of Commerce, and area civic programs and has been a member of the
Northwest Houston St. Patrick's Day Committee for the past 6
years. He serves as chair of the highly successful, annual Beef-n-Bird cook-off fundraiser
for CCEMS. Greenwood Insurance is the title sponsor of the
cook-off and a Silver sponsor of the parade activities. Josh
and his wife, Carrie, are the proud parents of two
daughters.
Commissioner
Fred Grundmeyer (Secretary)
Born, raised and educated in Germany, Mr. Grundmeyer moved to
the U.S. at age 23. He moved to Houston in 1959, to
participate in a business venture that ultimately expanded
into a conglomeration of businesses in Houston and Corpus
Christi. At the same time, he began investing in
property in the FM 1960 area, and formed Fred Grundmeyer
Investments & Real Estate. He and his wife, Doris, moved
to the FM 1960 area in 1968, and expanded his real estate
holdings, built shopping centers, an office building and a few
restaurants (Oliver's, Grundy's, Tampico Bay Beach Club, The
Boat, Grundy's Gone Country, 3 Cheers, Prime Time Steak House,
Tumbleweed Texas Dancehall & Saloon, and Jack Rabbit Grill).
For the past 36 years, Mr. Grundmeyer has been actively
involved in Chamber of Commerce, civic organizations, the
Heart Association, and was co-founder of the Timberline Soccer
Association. He worked to get soccer fields available to
young soccer players in the northwest area, and coached teams,
as well. Mr. Grundmeyer was also the co-founder and
co-owner of the Houston Hurricanes soccer team. He was
recently the Grand Marshal of the FM 1960 St. Patrick's Day
Parade.
Commissioner Karen Plummer (Assistant Secretary)
Being a native to the community, Karen Plummer has lived and
worked in the Northwest area her entire life. She is a Title
Insurance professional, beginning her career in 1976 to the
present time where she manages a branch office for
Commonwealth Land Title Insurance Company, one of the
nation’s oldest title insurance companies. Her strong ties
to the community and expertise in the field have aided her
in heading up many complex commercial and land acquisition
transactions. Being an active member of the community she is
involved with numerous committees, Chamber of Commerce, and
other volunteer organizations, including The Exchange Club,
earning the distinction of Exchangite of the Year. Karen and
her husband Lance, reside in Klein and have two adult
children, Christopher, who works for Milton Frank Plumbing
Company, and Katherine, who is attending Texas A & M
University completing her degree in the field of Ocean
Engineering.
